The Complete Guide to Studying in Italy in 2025 — Universities, Visas & DSU Scholarships

Italy is not just a destination — it is an experience. And increasingly, it is one of the smartest academic decisions an Indian student can make. With tuition fees that can drop to zero through the DSU scholarship system, some of Europe's oldest and most respected universities, and an unmatched quality of life, Italy in 2025 represents extraordinary value.

This guide covers everything you need to know — from choosing a university and applying for the DSU scholarship to getting your visa and setting up life in Italy.

Why Italy is booming for Indian students

The number of Indian students choosing Italy has grown over 400% in the last five years. In 2024-25, over 9,000 Indian students are enrolled in Italian universities — a number expected to cross 15,000 by 2027. The reasons are compelling: the DSU scholarship can cover your entire tuition and give you a living allowance; Italian public universities charge some of the lowest fees in Western Europe; and a degree from Politecnico di Milano or the University of Bologna carries genuine global prestige.

There is also a lifestyle argument that is hard to quantify but very real. Studying in Rome, Milan, Bologna or Florence means you are immersed in the world's greatest living museum of art, architecture, food and culture — every single day.

Top Italian universities for Indian students

Politecnico di Milano (QS #139) is the standout for engineering, design and architecture. Its graduates are recruited by Ferrari, Gucci, Pirelli and multinational engineering firms, and many programs are taught entirely in English.

University of Bologna (QS #154) holds a unique distinction: founded in 1088, it is the world's oldest continuously operating university. Its international programs in Economics, Political Science and Sciences attract students from 140 countries.

Sapienza University of Rome (QS #171) is among the largest universities in Europe with over 110,000 students, with strong programs in Architecture, Medicine, Law and Economics. University of Padua (QS #241), where Galileo Galilei taught, is one of Italy's most internationally oriented universities and sits just 30 minutes from Venice.

The DSU scholarship: your complete guide

The DSU (Diritto allo Studio Universitario) is Italy's regional scholarship system, and it is genuinely transformative for Indian students.

What DSU covers:

  • Complete tuition exemption — you pay zero tuition
  • An annual cash living allowance: €4,800–€7,200/year (varies by region)
  • Free or heavily subsidised university canteen meals
  • Discounted or free university accommodation, where available
DSU is income-based, calculated using the Italian ISEE-Parificato formula. Because the calculation is based on Italian income standards, the vast majority of Indian families qualify.

To apply, submit the DSU application through your regional authority (Lombardia, ER.GO in Emilia-Romagna, DiSCo in Lazio, and so on), typically between August and October, shortly after your university enrollment. You will need a certified translation and legalisation of your family's income documents.

English-taught programs in Italy

A common misconception is that Italian universities require Italian proficiency. While that is true for Italian-taught programs, dozens of Master's programs are now taught fully in English — from MSc Computer Science & Engineering and Automation & Control at Politecnico di Milano, to International Economics at Bologna, Management and Finance at Bocconi, and Bioinformatics at the University of Milan.

The Italian student visa process

  1. Pre-enrollment — most universities require pre-enrollment through the Universitaly portal or the Italian consulate, typically March–July for an October start.
  2. Admission — complete the application, including any aptitude tests, and receive your Lettera di Ammissione.
  3. Visa application — book an appointment at the Italian Consulate in your nearest city. Submit your admission letter, financial proof (€8,000 minimum or a DSU award letter), passport, transcripts and accommodation proof.
  4. Permesso di Soggiorno — within 8 days of arriving, apply for your residence permit at the local post office using the standard kit.
  5. Codice Fiscale — apply for your Italian tax code at the local Revenue Agency office; you need it for everything from a bank account to a SIM card.

Cost of living in Italy: real numbers (2025)

Rome€450 – €700€250€35€735 – €985

If you receive the DSU living allowance (€400–600/month), these costs drop significantly.

Life as an Indian student in Italy

The Indian student community in Italy is vibrant and growing. Major cities have Indian Student Associations, Holi and Diwali celebrations, Eid gatherings and cricket leagues. Indian groceries are easy to find, and many students cook together in shared apartments to keep food costs low. Italian people are generally warm and curious about Indian culture; the language barrier exists mainly with older Italians, while university staff and most urban young people speak English well.

Our verdict

Italy in 2025 is arguably the best-value study-abroad destination for Indian students who want European education with real prestige, genuine affordability (especially with DSU), and an unmatched lifestyle. If your goal is engineering, design, architecture or business — and especially if you qualify for DSU — Italy should be at the top of your shortlist.
